Covert Surveillance Services
Updated 5 October 2026 by Investigation Bureau
Lawful covert surveillance anywhere in the UK. Evidence that stands up, gathered by investigators the subject never notices.
Sometimes what you are told and what is happening are two different things. Surveillance is the most direct way to find out which is which. Investigation Bureau deploys surveillance investigators across the UK, on foot and in vehicles, coordinated live through our own operations platform. What comes back is timestamped video and photographs, prepared to be admissible in court, with a plain written report you can pass straight to a solicitor.
Every case begins with a free, confidential first conversation. Send a confidential enquiry and an investigator will reply within one working day.
What covert surveillance involves
Covert surveillance is the observation of a person, a vehicle or a place without the subject knowing. Done properly it is a planned operation in three parts. It is not somebody sitting in a parked car with a camera.
Planning. Nobody deploys until we have assessed the objective, the area, the subject's likely routine and the lawful basis for the work. If a surveillance cannot be carried out lawfully, we do not accept it.
Deployment. The case decides the shape of the job. It may need one investigator or a coordinated team, a static observation or a mobile follow, a few hours or several weeks. We match operatives to the setting, because a quiet residential street in Surrey calls for different tradecraft from an office district in a city centre.
Evidence. Footage and photographs carry the time and date. Observations are logged on our operations platform as they happen, and the material is kept with a clear chain of custody. You receive a written surveillance report with images, a timeline and factual observations. It contains no padding and no speculation.
When surveillance is the right tool
- Relationships and marriages. Confirming infidelity, or ruling it out. Often the kindest thing surveillance can do is lay a suspicion to rest. See matrimonial investigations.
- Workplace and absence. An employee signed off sick who is working somewhere else, suspected theft, or company vehicles and company time being misused. See workplace investigations.
- Insurance and litigation support. Recording activity that does not match a claimed injury or set of circumstances, to an evidential standard.
- Child custody and welfare. Establishing the facts of care arrangements where a child's wellbeing is in question.
- Business partners and contracts. Checking where goods, vehicles or people really go.
Why instruct Investigation Bureau
Tools we built and run ourselves. Our operations run on our own platform. On every job it gives operatives live mapping, lawfully deployed tracking assets and secure evidence handling. That means quicker answers and tighter control. There is more on how we use technology.
Court-ready as standard. We run every job as though a judge will read the file, because any file might end up in front of one. That means collection that complies with UK GDPR, a documented chain of custody and reports written for lawyers to read.
A fixed quote, in writing. Surveillance is priced by the operation and agreed before any work begins. No meter runs that you did not agree to. Our guide to private investigator costs explains how pricing works across the industry.
Discretion as a discipline. From your first enquiry to the final report, your case is handled on a need-to-know basis. The aim is that the subject never learns surveillance took place. That matters most for the ones who turn out to have done nothing wrong.
How to choose a surveillance investigator in the UK
Surveillance is the part of investigation where an amateur does real harm. An operative who is spotted ends the case, and can hand the subject a harassment complaint with your name on it. Check these points before you instruct anyone:
- Resourcing that fits the job. Ask how many operatives and vehicles the job will use, and why. Following someone on foot and by car without being noticed needs rotation, because one person in one car gets seen.
- Evidence you can use. Timestamped video, a log written at the time and a written report in a form a family court, tribunal or insurer will accept. Ask to see a sample of the format.
- A conversation about lawful basis. A professional will ask why you need surveillance and will turn some instructions down. If nobody asks, treat that as the warning sign, not as a convenience.
- Data protection registration. Covert surveillance is the processing of personal data, so whoever you instruct should be a registered controller. We are registered with the ICO as a data controller (ZC259849).
- Day rates in writing. Surveillance is priced per operative per day. Typical UK market rates run from roughly £500 to £1,200, and the figure should be fixed before deployment. Hourly quotes with no cap are how bills triple.
- Straight talk on proportionality. Two or three well-chosen days usually beat a fortnight of watching a door. A good investigator will tell you so, even though it earns them less.
Frequently asked questions
Is covert surveillance legal in the UK?
Yes. Private surveillance is lawful in the UK when it is proportionate, has a legitimate purpose and complies with data protection law (UK GDPR). Harassment, trespass, intercepting communications and unlawful tracking are not lawful, and we do not do them. Keeping an operation on the right side of those lines is one of the main reasons to use a professional. The grey area people ask about most is covered in our guide to GPS tracker law.
How much does surveillance cost?
The cost follows the number of operatives, the hours and the complexity. After a free first conversation we give you a fixed quote in writing, so you know the whole cost before any work begins. For typical UK market figures, see our cost guide.
How quickly can you deploy?
Usually within days, anywhere in the UK. The timing depends on operative availability and on the planning the job really needs. If it is urgent, say so in your enquiry and we will tell you plainly what is possible.
Will the subject ever know?
The work is planned and staffed so that they do not. If a subject starts to look surveillance-aware, we withdraw instead of pressing on and compromising the operation, and we tell you exactly what happened.
Can I use the evidence in court or a tribunal?
Yes. We prepare reports and footage to be admissible in family courts, employment tribunals and civil proceedings. The investigators who gathered the evidence can support it if that is required.
Talk to an investigator in confidence. The first conversation is free and carries no obligation. Send a confidential enquiry and we reply within one working day.
